Rachael Yocum
Of Counsel
Rachael Yocum serves as Of Counsel to the firm and advises clients on compliance with a broad range of federal and state laws and regulations, including securities and data privacy law.
Rachael received her J.D. from Columbia Law School, where she was a Harlan Fiske Stone Scholar and a submissions editor for the Journal of Gender and Law. She also holds an M.A. from Georgetown University in Philosophy, as well as a B.A. with Honors from Dartmouth College, where she won the Joseph Story Award.

Prior Affiliations
Previously, Rachael worked for over 9 years as an associate for prominent international law firms in New York and Washington, D.C., where she focused on high-stakes regulatory counseling and civil litigation. In her securities practice, she handled multiple shareholder derivative and class action suits in the Southern District of New York and drafted legal memoranda, discovery reports, and factual chronologies in SEC/DOJ/NASD investigations. Rachael also has extensive litigation experience in patent infringement, trademark, and trade secrets litigation (including hiring and working with expert witnesses, writing claim construction briefs, discovery, writing dispositive motions, taking and defending depositions, drafting jury instructions, and settlement). In her regulatory practice, Rachael counseled clients on a wide range of compliance issues, including issues arising under the Office of Foreign Assets Control regulations (OFAC), the Foreign Corrupt Practices Act (FCPA), and the Federal Election Campaign Act (FEC). Rachael participated in all aspects of investigating and responding to an FTC investigation of a data breach of a major retailer that resulted in a favorable resolution before the FTC, and managed all aspects of an IRS investigation of certain oil and gas partnerships in which she prepared and represented more than 80 witnesses in agency interviews.
Public Interest
Moreover, Rachael has a longstanding commitment to the public interest. She served as an Attorney Advisor to the General Counsel of the Public Defender Service for the District of Columbia, where she researched and drafted a definitive memorandum regarding all applicable federal and D.C. laws and regulations, including federal appropriations law, and worked with division heads to develop best practices in areas such as employment practices. At PDS, she also successfully argued two cases before the U.S. Parole Commission. She also she served as an Assistant Executive Attorney for the D.C. Board on Professional Responsibility, where she assisted adjudicatory bodies with disciplinary matters at the trial and appellate levels, including drafting decisions.
